Effective only supports MC versions up to 1.19.2.
When looking for mods to install, you must search for your specific version of MC, in your case 1.19.4. If you’d like to play some mods, that are only available for 1.19.2, then your only option would be to downgrade to MC 1.19.2 and install mods for that version. Always assume, that unless otherwise stated, that a mod has to be updated for each version of MC.
