This looks like an issue with ProgrammerArtInjector - it appears to be making use of Fabric loader internals that Quilt doesn’t provide. It’s probably worth launching without that mod.
Additionally, it appears that you’re making use of the PolyMC launcher. That launcher kicked out its entire development team recently for ideological (read: anti-lgbt) reasons – we’d recommend moving to a launcher with a stable, competent development team that actually cares about the project instead. One example could be Prism (which is run by all the developers that were kicked out), but we have information on setting up Quilt under several other launchers too.
